Delphi Suspect in 2 Murders; “The investigation is far from complete”

DELPHI, Ind. – It’s a development that those close to Libby German and Abby Williams have long prayed for: charges filed in the Delphi homicide investigation.

Indiana State Police announced during a news conference Monday that Richard Allen, 50, of Delphi, has been charged with two counts of murder.

Investigators have provided few details beyond Allen’s arrest and charges, insisting the investigation is ongoing and any further details could jeopardize the case.

“While I know you are all expecting the final details on this arrest today – today is not the day. said ISP Superintendent Doug Carter before repeating, “Today is not the day.”

Carter continued, “This investigation is far from complete, and we will not compromise its integrity by releasing or discussing documents or information before the appropriate time.”

Carroll County Sheriff Tobe Leazenby, who was also the sheriff when Libby German and Abby Williams were murdered in 2017, referenced his faith when he took the stage during Monday’s announcement.

“I believe in a God of law and justice,” Leazenby said. “Today, I believe that same God has brought us justice for Abby and Libby. Leazenby thanked the public for providing tips, as well as postcards, letters, and encouragement during the five-year investigation.
